In 1996 the Catholic Archdiocese for the Military Services sent a letter to its chaplains instructing them to urge their flocks to back the “Project Life Postcard Campaign” in support of the Partial-Birth Abortion Ban Act.

Father Vincent Rigdon wanted to follow this order in rites at Andrews Air Force Base. But there was a problem. Pentagon officials had issued a gag order against chaplains preaching sermons that mentioned this anti-abortion effort.

Reports of a rift between the Obama Administration and the Roman Catholic Church over a “contraception mandate” have been swarming the media of late, with some saying the president was even “censoring” military chaplains from speaking out about the issue — but a military source insists the whole affair is overblown.

The controversy surrounds a recent policy change by the Obama Administration that forces institutions affiliated with religious groups to provide coverage for birth control, sterilization and “abortifacients,” all of which the Roman Catholic Church is opposed to. The church’s official position is that the ruling is unconstitutional and infringes on religious rights.

“It is a blow to a freedom that you have fought to defend and for which you have seen your buddies fall in battle,” the archbishop wrote.

Another line in his letter said: “We cannot—we will not—comply with this unjust law.”

All the bishops in the country sent out a letter to be read in their parishes promising that the Church “cannot-and will not-comply with this unjust law.”

Even Archbishop Timothy Broglio, who is in charge of Catholic military chaplains sent out the same letter.

But after he did, the Army’s Office of the Chief of Chaplains sent out another communication forbidding Catholic priests to read the letter, in part because it seemed to encourage civil disobedience, and could be read as seditious against the Commander-in-Chief.

More than one Catholic chaplain who spoke to us off the record confirmed that many chaplains disobeyed this instruction and read the letter anyway. Others sought further instructions from their Archbishop.

President Polk responded to such allegations by appointing two Catholic priests to serve as military chaplains. Father Anthony Rey, a Jesuit from Georgetown University with no military background or training, participated in the battle of Monterrey in September of 1846. He tended to the wounded on the battlefield and gave last rites to the dying. Afterward, serving in north Mexico, he ventured out of the U.S. garrison to minister to the locals, despite warnings of the danger. In 1847 he said a mass at the village of Ceralvo, and never made it back. His body was found a few days later, stabbed through by lances. He was mourned by both the U.S. troops and the Mexicans he served.

The conference was titled “Chaplaincy: Ministering in Caesar’s House.”

“There is a growing negative atmosphere toward evangelical Christianity,” said Lloyd Harsch, church history professor and institute director. “Under the guise of tolerance, everyone who holds a religiously informed position is now viewed as suspect because they’re [considered] intolerant.”
