But at least two characteristics set these men and women apart from other members of their units.

First, instead of guns, chaplains are armed largely with prayers and comforting words for their compatriots.

And second, they don’t receive the tuition assistance that other members of the National Guard enjoy. That’s because, under the constitutional principle of separation of church and state, Virginia won’t pay for chaplains’ religious education.

Col. Keith A. Jackson accompanied some of the first military forces into Afghanistan and Iraq, returned repeatedly to the combat zones and earned two Bronze Stars. He seemed destined for the military’s highest ranks.

Instead, last week, Jackson became the latest soldier to be convicted of sexually exploiting a child. Over a seven-month period Jackson, 46, a married father of two, used the Internet to send hundreds of obscenity-laced texts and about seven hours of graphic video of himself to what prosecutors said he believed to be a 14-year-old girl. In reality, it was a St. Charles County Sheriff’s detective.

A Pentagon spokesman said problems with child pornography and child sexual exploitation were not widespread in the ranks. Still, the military has taken steps to address the issue, including offering training and blocking access from government computers to some sites.

Virginia State Senator-elect Richard Black, who was a member of the Joint Committee on Military Justice during the Clinton administration, told CNSNews.com that bestiality doesn’t happen very often – but removing the mention of it in the statute could create big problems.

The fact is, the Senate bill does remove bestiality from the statute.

“It creates some serious legal ambiguity,” Black told CNSNews.com. “Article 134 is the general article which prohibits various miscellaneous categories of misconduct. But the general rule of statutory construction is that if you remove something from the law – you intended to do so. And so there was a purpose in doing it. And the idea that it would automatically resurrect under the general article is unclear.”

On the moss-covered tombstone, which stands roughly 5 feet tall, a weathered engraving identifies Bulla as a second son and a man of God. No mention is made of his military service outside a small American Legion marker on the grave.

Bulla died in France in 1918 after being wounded during what historians have called America’s bloodiest battle of World War I.

With a grant of more than $167,000 from the U.S. Army Chief of Chaplains, Memorial Chapel, which was constructed in 1971, is getting new pews – as is Heritage Chapel, the post’s World War II-era chapel. Fort Lee garrison leaders were able to obtain funding for carpeting in Memorial Chapel.

As the 2011-2012 academic year begins, there are 31 military-affiliated seminarians nationwide, up from three just three years ago.

The seminarians are participating in the Chaplain Candidacy Program for one of the branches of the armed forces and must be co-sponsored by a diocesan bishop. Once ordained, the priest must serve three years in a civilian parish and return to his diocese of sponsorship when he retires from active military service.

Conventual Father Kerry Abbott, director for vocations for the archdiocese, remarked, “This is one of the untold stories of the blessings of the Holy Spirit upon the Church and those faithful fervently seeking to respond to the voice of God.”

Khallid Shabazz, one of the only five imam chaplains in the Army, is an Alexandria native who wasn’t always a chaplain, a Muslim or even named Khallid Shabazz.

An imam is a leader of prayer or Muslim congregation. Shabazz is an imam chaplain for the U.S. Army in Europe.

Shabazz used to be known as Michael Barnes, a 23-year-old Jarvis Christian College graduate working at a major department store chain in Baton Rouge making $67 a week before he decided to enlist in the Army.

“At the time, my wife was having our second child,” the former Lutheran said. “I needed to do something with my life. I went down to see a recruiter and joined the Army. I entered field artillery. It was the best thing that ever happened to me.”
